Quantity Surveyor @ Jurong Island

Job Summary

We are seeking a proactive and detail-oriented Commercial Executive / Quantity Surveyor to join our growing team. This role plays a key part in supporting project commercial management, cost control, contract administration, and procurement activities. The successful candidate will work closely with project stakeholders to ensure projects are delivered efficiently, profitably, and in compliance with contractual requirements.

Responsibilities

• Support the Project Manager, Deputy Project Manager (Commercial), and Commercial Manager in delivering project commercial objectives.
• Conduct regular market research on construction resources, material pricing, and industry trends, providing insightful reports to support strategic decision-making.
• Prepare, review, and administer tender documents, contracts, subcontracts, and commercial correspondence with accuracy and attention to detail.
• Assist in contract negotiations, variation management, claims evaluation, and dispute resolution processes.
• Manage subcontractor tendering activities, including sourcing, evaluation, comparison, and recommendation of suitable subcontractors.
• Perform cost analysis, budgeting, and pricing studies to enhance project profitability and cost efficiency.
• Build and maintain strong working relationships with clients, consultants, suppliers, and subcontractors on all commercial matters.
• Prepare periodic commercial reports, cost forecasts, financial analyses, and project performance statistics for management review.
• Handle progress claims, payment certifications, valuations, final accounts, and settlement processes with clients and subcontractors.
• Monitor project costs, identify potential commercial risks, and recommend mitigation measures.
• Support overall project commercial management functions and contribute to successful project delivery.
• Undertake additional responsibilities as assigned to support business and project requirements.

Required competencies and certifications

• Degree in Civil Engineering, Quantity Surveying, Construction Management, Engineering Budget Management, or related disciplines from a recognised institution.
• Minimum 3 years of relevant experience in Quantity Surveying, Contract Administration, or Construction Commercial Management.
• Strong understanding of construction contracts, procurement processes, cost management, and commercial practices.
• Excellent analytical, negotiation, communication, and interpersonal skills.
• Ability to meet site access and security clearance requirements for projects located on Jurong Island.

Preferred competencies and qualifications

• Experience in Singapore's construction industry, particularly in cost budgeting, contract administration, and commercial management.
• Professional training or certification in Quantity Surveying, Contract Management, Commercial Management, or related fields.
• Familiarity with standard forms of construction contracts and local industry regulations.
• Ability to commence employment within short notice will be highly advantageous.
