Project Manger (Digital Transformation)

About the Role

We’re looking for a Project Manager / Digital Business Analyst to help drive digital transformation across a Government Agency. You’ll work directly alongside the Agency’s Chief Information Officer (CIO) and partner with a multidisciplinary team of project managers, business analysts, solution architects, technical consultants, and external vendors to deliver impactful digital solutions.

This is a 1-year contract role, with the possibility of extension for up to 2 years.

What You’ll Do

•       Partner with Agency business teams to uncover the needs of citizens, businesses, and internal users — using human-centred, visual approaches.

•       Apply Design Thinking and Service Design methods to map current-state pain points and shape future-state solutions.

•       Assess technology options in line with the organisation’s strategic direction, including cloud, enterprise architecture, legacy modernisation, and the Singapore Government Tech Stack (SGTS).

•       Recommend the right delivery model for each initiative — outsourced, co-sourced, or built in-house.

•       Collaborate with internal and Agency teams on user stories, functional and technical specs, and acceptance criteria.

•       Make sure products are ready to launch, scale, and operate smoothly.

•       Assess change requests, propose improvements, and work with support teams to resolve operational issues.

•       Support the CIO in spotting new opportunities and challenges in the Agency’s digital roadmap.

•       Build deep familiarity with the Agency’s business to identify where transformation will land best.

•       Anticipate project risks, flag them clearly, and recommend mitigations.

•       Manage vendors to ensure ICT solutions and services are delivered to standard.

•       Follow IT management, quality, and security policies — and ensure project processes do too.

What We’re Looking For

•       Diploma or Degree in Computer Science, Infocomm Technology, Computer or Electronics Engineering, or a related field.

•       At least 4 years of relevant experience; consulting, software development, or design backgrounds are a plus.

•       Demonstrated hands-on experience in Agile, product-centric teams.

•       Working knowledge of AI tools and concepts.

•       Strong stakeholder engagement skills, with a knack for influencing and pitching ideas.

•       Self-driven and quick to learn, apply, and execute.

•       Product Management experience is a bonus.

•       PMP or equivalent project management certification is a plus.
