Job Description

The Head of Project Development will lead the company’s early-stage renewable energy project development activities across Southeast Asia, with responsibility for originating and advancing projects through site identification, land acquisition support, permitting, interconnection studies, auction preparation, and development risk management.

The role will focus on building and maturing a high-quality pipeline of renewable energy projects by managing key early-stage development activities required to progress opportunities toward investment readiness and financial close.

This position requires a commercially aware and execution-oriented development leader with deep experience in renewable energy project development, regulatory engagement, and stakeholder management across Southeast Asia markets.

Key Responsibilities

Early-Stage Project Development

  • Lead early-stage development activities for utility-scale renewable energy projects across Southeast Asia.
  • Identify and assess suitable project sites for solar, wind, BESS, and hybrid renewable energy developments.
  • Oversee site screening activities including land suitability, resource availability, grid accessibility, environmental constraints, and development feasibility.
  • Support landowner engagement and land acquisition strategies in collaboration with local development teams and partners.
  • Manage project development activities to advance projects from concept stage toward investment readiness.

Permitting and Regulatory Management

  • Lead permitting and regulatory approval processes across target markets.
  • Coordinate environmental studies, permitting applications, and regulatory submissions required for project development.
  • Develop and maintain relationships with local authorities, regulators, utilities, and government agencies.
  • Monitor regulatory developments, renewable energy policies, and auction frameworks across Southeast Asia markets.

Grid and Technical Development Support

  • Coordinate grid connection and interconnection study activities with technical and engineering teams.
  • Support feasibility studies, yield assessments, and early-stage technical evaluations.
  • Work closely with technical teams to assess project bankability, technical risks, and development constraints.

Renewable Auction and Bid Preparation

  • Support preparation and submission of bids for renewable energy auctions, tenders, and government procurement programs.
  • Coordinate development inputs required for competitive bid submissions including permitting status, site readiness, grid access, technical studies, and project schedules.
  • Support commercial and development due diligence activities related to auction participation and project acquisitions.

Development Due Diligence and Pipeline Advancement

  • Assist Corporate Finance, M&A, and Business Development teams with development-related due diligence for acquisitions and partnership opportunities.
  • Assess development risks including permitting, land, environmental, and grid-related issues across pipeline projects.
  • Support project development budgeting, scheduling, and milestone tracking activities.
  • Drive projects through internal stage-gate and investment review processes.

Stakeholder and Partner Management

  • Build and maintain relationships with local developers, consultants, utilities, regulators, landowners, and government stakeholders.
  • Coordinate external consultants supporting permitting, environmental studies, grid studies, and land-related activities.
  • Support negotiations related to development rights, land access, and development partnerships.

Team Leadership

Foster a collaborative, entrepreneurial, and execution-oriented culture aligned with the company’s long-term growth ambitions.
Mentor and develop project development talent to strengthen internal capabilities and leadership depth across the platform.
Encourage strong cross-functional collaboration between development, technical, investment, legal, and commercial teams.

Requirements

  • Bachelor’s degree in Engineering, Energy, Environmental Studies, Business, or related discipline.
  • 12–18+ years of experience in renewable energy project development or power sector infrastructure development.
  • Proven experience managing early-stage renewable energy development activities including permitting, site origination, and grid interconnection processes.
  • Strong understanding of renewable energy auction frameworks and development regulations across Southeast Asia.
  • Experience supporting utility-scale solar, wind, BESS, or hybrid renewable energy projects.
  • Familiarity with land development, environmental approvals, and stakeholder engagement processes.
  • Strong project management, regulatory coordination, and stakeholder management capabilities.
  • Ability to manage multiple projects across different Southeast Asian jurisdictions simultaneously.
  • Excellent communication, negotiation, and cross-functional coordination skills.
  • Willingness to travel extensively across Southeast Asia.
