Senior Group HR Manager – Marine Industry (Singapore)

Job Summary

We are seeking an experienced Senior Group HR Manager with strong knowledge of MOM manpower regulations, quota management, and foreign workforce hiring to support operations in the marine industry. The role ensures full compliance with Singapore employment laws while managing both local and foreign manpower requirements.

Key Responsibilities

• Manage MOM/Yard quota, DRC, Work Permit, S Pass, and levy administration
• Handle end-to-end foreign worker hiring, including applications, renewals, cancellations, and repatriation
• Ensure compliance with MOM regulations, Employment Act, and audit requirements
• Support recruitment for shipyard, project, and marine operations roles
• Oversee HR operations, employee relations, and manpower reporting
• Liaise with MOM, agencies, and external stakeholder

Requirements

• Minimum 5 years of HR experience, preferably within the marine, offshore, construction, or heavy industry sectors.
• Hands-on knowledge of MOM quota regulations and foreign manpower policies.
• Experience in managing Work Permit and S Pass employees.
• Strong knowledge of HR compliance, with excellent communication and stakeholder management skills.
• Preferably experienced in handling MOM audits and regulatory requirements.
• Well-versed in overall HR functions and capable of managing and resolving employee or operational HR issues as they arise.
