Job Description

Roles & Responsibilities

1. Management & Leadership

  • Lead and oversee the overall framework for casework and counselling services for residents within the Hostel.
  • Manage departmental budgeting and expenditure in alignment with organisational objectives and goals.
  • Develop sustainable staff structures, career pathways, and progression plans in collaboration with the Division Head and Corporate Services.
  • Foster positive working relationships among staff, residents, stakeholders, and sector professionals.
  • Ensure staff practices are aligned with the organisation’s philosophy and service standards.
  • Provide supervision, guidance, coaching, and mentorship to staff.
  • Support staff competency development, onboarding processes, and career progression opportunities.
  • Ensure compliance with organisational policies, procedures, and professional standards.
  • Oversee human resource matters within the department.
  • Undertake the responsibilities of the Deputy Head role, where applicable.

2. Casework Management & Community Engagement

  • Supervise Social/Case Workers in the areas of:
  • Case management
  • Clinical practice and intervention skills
  • Operational and administrative processes
  • Ensure effective implementation and follow-through of individual case plans.
  • Chair Internal Case Review meetings with Social/Case Workers.
  • Ensure timely completion of case documentation, reporting, and funding requirements.
  • Oversee caseload management and assignment of cases among Social/Case Workers.
  • Provide guidance in crisis intervention and management of complex cases.
  • Oversee resident programmes and community engagement initiatives.

3. Family Intervention

  • Lead and conduct family intervention sessions for recommended cases referred by Social/Case Workers.
  • Establish intervention objectives and involve Social/Case Workers throughout the intervention process.
  • Update and consult with the Head of Home regarding family intervention matters, recognising families as key stakeholders.
  • Collaborate closely with Probation Services and external agencies to strengthen intervention outcomes.

4. Interdepartmental & Divisional Collaboration

  • Provide direction and guidance on cross-departmental and divisional collaboration to support residents’ rehabilitation.
  • Work closely with the Head of Programmes & Rehabilitation to ensure alignment between individual and group rehabilitation initiatives.

5. External Partnerships & Stakeholder Engagement

  • Build and maintain strong working relationships with the Probation Service Branch and other key stakeholders.
  • Co-chair External Case Reviews with Probation Services and oversee collaborative rehabilitation efforts.
  • Ensure consistency between Hostel and Probation Service recommendations regarding sentencing outcomes for probationers.
  • Develop and strengthen partnerships with community agencies to support residents’ rehabilitation and reintegration into society.

6. Departmental Performance & Goals

  • Lead the department in achieving organisational and divisional goals.
  • Ensure staff are aligned with and actively working towards departmental objectives.
  • Take overall responsibility for the achievement of departmental outcomes and performance indicators.

7. Ad-hoc Responsibilities

  • Perform any other duties or responsibilities assigned by Management.

Requirements

  • Degree in Social Work or a related discipline, with at least 5 years of relevant experience in the social service sector or similar environment.
  • Proven experience in managerial and organisational leadership roles.
  • Strong knowledge of social work interventions, social policies, and community engagement practices.
  • Familiarity with clinical supervision frameworks and supervisory skills.
  • Good understanding of community resources and government systems/agencies (e.g. MSF, MOE, etc.).
  • Excellent interpersonal, communication, and report-writing skills.
