Senior HR Executive (Payroll & HR Operations)
Our client, a well-established organisation in the preschool sector, is seeking a hands-on Senior HR Executive (Payroll & HR Operations) to join their HR team.
Reporting to the HR Manager, the successful candidate will be responsible for managing payroll and supporting the full spectrum of HR operations across multiple preschool centres.
Key Responsibilities
Payroll Administration
- Manage end-to-end monthly payroll processing and ensure timely and accurate salary payments.
- Maintain payroll records and ensure compliance with CPF, IRAS, NS make-up pay claims, leave administration, and statutory requirements.
- Process payroll-related updates, including new hires, resignations, salary adjustments, leave records, and employee data changes.
- Handle payroll-related queries and ensure prompt resolution.
- Generate payroll reports and support payroll audits when required.
HR Operations
- Support the full employee lifecycle, including onboarding, confirmation, contract renewals, transfers, and offboarding activities.
- Prepare employment contracts, HR letters, and employee-related documentation.
- Maintain accurate employee records and HR databases.
- Administer employee benefits, insurance, leave management, and HR-related claims.
- Ensure HR documentation and processes comply with company policies and employment regulations.
Work Pass Administration
- Handle work pass applications, renewals, cancellations, and related MOM submissions.
- Monitor work pass expiry dates and ensure timely follow-up actions.
- Maintain proper documentation and compliance with MOM requirements.
Recruitment & Employee Support
- Support recruitment activities, including interview coordination, onboarding arrangements, and pre-employment documentation.
- Provide day-to-day HR operational support to employees and centre leaders.
- Respond to employee enquiries and support HR initiatives as required.
HR Reporting & Compliance
- Prepare HR reports, manpower statistics, and employee-related reports.
- Support audits, compliance requirements, and government-related submissions.
- Assist in the review and implementation of HR policies, procedures, and process improvements.
Requirements
- Diploma or Degree in Human Resource Management, Business Administration, or a related discipline.
- Minimum 5 years of relevant HR experience, preferably in a full-spectrum HR role.
- Proven experience managing end-to-end payroll in-house for at least 100 employees.
- Hands-on payroll processing experience is essential.
- Experience handling work pass applications, renewals, and cancellations.
- Good knowledge of Singapore Employment Act requirements and HR best practices.
- Proficient in HRIS and payroll systems.
- Strong attention to detail and ability to handle confidential information with discretion.
- Able to work independently and effectively within a lean HR team environment.
Preferred Experience
- Experience in the preschool, education, healthcare, social service, or non-profit sectors will be advantageous.
- Experience supporting employees across multiple sites or centres will be an advantage.
