Job Description
Job Summary:
Responsiblefor the overall planning, execution, and successful completion of all highvoltage and medium voltage protection systems projects, including integrationwith substation automation systems (SAS), SCADA, and control systems inSingapore, from contract award through commissioning, handover, and closeout.
Thisrole ensures projects are delivered on time, within budget, adhering to thehighest safety and quality standards, and meeting all client specifications.The individual leads and coordinates cross-functional teams involved in saleshandover, engineering, procurement, configuration, installation, testing, andcommissioning of protection and control systems.

Responsibilities:
Project Management (HV/MV Protection Systems Projects):
Oversees all HV/MV protection systems projects concurrently from contract award through final client handover andcloseout, ensuring alignment with project scope, timelines, and budgetconstraints.
Coordinate with clients, consultants, OEMs, and system integrators during:
- Factory Acceptance Tests (FAT) for protection panels / SAS systems
- Site Acceptance Tests (SAT)
- Protection testing, relay configuration, and commissioning
- System energisation and integration with existing substations
Planning & Scheduling:
Oversees all project execution plans, milestone schedules, and short-interval look-ahead plans.
Track progress across:
- engineering (relay schemes, SLD, wiring, logic diagrams)
- procurement (IEDs, panels, RTUs, communication equipment)
- configuration (IEC 61850 SCL files, relay settings)
- installation (panel erection, wiring, integration)
- testing and commissioning
- Implement recovery actions and escalation where delays occur.
Budget & Cost Tracking:
Track costs against approved budgets and support cost-to-complete forecasting.
Prepare supporting documents for:
- invoices and progress claims
- variations / change orders subcontractor claims (testing teams, system integrators, panel builders). Ensure project profitability and cash flow, and escalate risks relating to margin, contract compliance, and delivery scope.
Stakeholder & Client Communication:
Serve as the primary point of contact for clients, contractors, OEM suppliers, system integrators, and internal stakeholders. Lead coordination meetings, provide regular progress updates, and manage client expectations effectively.
Support management in:
- technical clarifications
- contract negotiations
- issue resolution and dispute management
Risk & Issue Management:
Maintain a project risk register and ensure mitigation actions are implemented.
Manage technical and commercial issues including:
- relay coordination conflicts
- communication/network integration issues
- IEC 61850 configuration and interoperability issues
- interface mismatches between primary and secondary systems
- Escalate high-impact risks early with recommended solutions.
Safety & Quality Coordination:
Ensure all project activities adhere strictly to:
- company Workplace Safety and Health (WSH) policies
- Singapore safety regulations
- project-specific quality standards
- Coordinate site safety compliance with installation teams and client/utility site rules.
Cross-Functional Coordination:
Coordinate internal handover from Sales →Project Delivery
Coordinate procurement of protection panels,IEDs, RTUs, communication systems
Coordinate with engineering teams for:
- relay settings
- logic schemes
- IEC 61850 SCL files
Coordinate installation works with panelinstallation and wiring teams
Coordinate testing and commissioning withprotection testing teams (e.g., OMICRON)
Ensure proper project closeout including:
- as-built drawings
- relay settings files
- SCL files
- commissioning reports
- O&M manuals
