Technology Risk Manager
Job Description
A leading global financial institution is seeking a Technology Risk Manager to join its APAC Technology Risk function in Singapore. This role supports a portfolio of large‑scale, mission‑critical technology initiatives, including core banking platforms, global transaction systems, and strategic transformation programs across the region.

The Position:
As a Technology Risk Manager, you will act as a key risk partner to technology and project teams, ensuring that technology risks are identified, assessed, and mitigated throughout the system development lifecycle (SDLC).
You will play a critical role in strengthening the bank’s technology risk posture while supporting regulatory, audit, and governance activities across APAC.
The role sits primarily within the first line of defence, working closely with operational risk, audit, and information security teams to provide end‑to‑end coverage.
- Drive end-to-end tech risk management, engagement,mitigation, issue tracking and identification. Including ERP, RCSA, eRIC, SIAI, JDI, AIAI, RIAI etc.
- Perform tech risk assessments covering SDLC, application controls, IT General Controls, change and release processes and data security.
- Actively participate in project, scrum and governance meetings
- Work closely with senior stakeholders, developers,architects, project managers and delivery leads to design practical and sustainable risk mitigations
- Assess and respond to regulatory requirements and changes across APAC (e.g. MAS, HKMA, RBI and other regional regulators)
- Coordinate responses to internal and externalaudits, regulatory exams, and information requests Assist business and technology owners in remediating audit issues, self‑identified issues, and regulatory findings
- Foster a strong Identify, Escalate and Debate risk culture
- Identify opportunities to enhance and streamline Technology Risk Governance processes
The Candidate:
- At least 4-8 years of experience in Tech Risk, IT Audit/ Controls, Tech Ops/ Cyber Risk within a Banking/ Finance/ Fintechdomain.
- Bachelor's degree in IT, Risk management, Information Systems or a related discipline
- Hands on experience with applications and SDLC Risk.
- Practical knowledge of IT General Controls (ITGC) across applications and infrastructure.
- Exposure to working within APAC regulated environments and responding to audit or regulatory requests.
- Experience in leading programs for proactively identifying regulatory risk exposure and potential non-compliant areas.
- Industry certifications (CISA, CISM, COBIT foundation, etc) preferred.
- Familiarity with risk methodologies and frameworks such as COBIT, NIST, or equivalent
- Strong communication and senior stakeholder management capabilities.
- Ability to explain complex technical risks in clear, business-focused language
