Job Description

Job Details:

  • Contract Duration: 12 Months

  • Location: Ang Mo Kio

  • Working Days & Hours: Mondays to Fridays: From 8:30 AM to 6:00 PM

Job Descriptions:

  • Collaborate with Project Managers, Operations Managers, vendors, and internal/external stakeholders to prepare detailed project budget reports at regular intervals (daily, monthly, quarterly) or as stipulated by the Authority

  • Ensure budget planning is aligned with project scope, timelines, and deliverables

  • Maintain and update relevant systems and spreadsheets on a daily, weekly, or monthly basis to accurately capture budgets and expenditures

  • Monitor and track actual project expenses against approved budgets on a monthly, quarterly, and annual basis

  • Perform financial data analysis and generate management reports comparing expenditure versus planned budgets

  • Identify budget variances and analyze underlying reasons for forecast deviations on a quarterly basis

  • Prepare periodic financial reports, including variance analysis and budget utilization, supported by clear data visualizations to highlight trends, patterns, and insights

  • Work closely with stakeholders to ensure timely goods receipt and vendor payments, completing the full payment cycle within the financial year

  • Collect and manage procurement-related documentation, including purchase orders and Certificates of Completion from project points of contact, and file them systematically in the Authority’s designated e-filing system

  • Serve as the primary point of contact for all budget-related queries, managing correspondence with project teams and stakeholders

  • Support management by organizing and coordinating regular financial review meetings with project points of contact to ensure accurate and up-to-date budget and expenditure reporting

  • Communicate budget updates, variances, and potential financial risks to stakeholders clearly, accurately, and in a timely manner

Requirements

  • Minimum of 5 years of experience in budgeting and financial management

  • Strong proficiency in Microsoft Excel, including formulas such as VLOOKUP, INDEX/MATCH, PivotTables, and optional macro programming

  • Proficient in Microsoft SharePoint, including web page creation, list customization, and site permission management

  • Skilled in Microsoft PowerPoint for preparing management-level presentations

  • Familiarity with data visualization tools such as Power BI, Tableau, or Qlik Sense for dashboard creation
