Contract Duration: 12 Months
Location: Ang Mo Kio
Working Days & Hours: Mondays to Fridays: From 8:30 AM to 6:00 PM
Job Descriptions:
Collaborate with Project Managers, Operations Managers, vendors, and internal/external stakeholders to prepare detailed project budget reports at regular intervals (daily, monthly, quarterly) or as stipulated by the Authority
Ensure budget planning is aligned with project scope, timelines, and deliverables
Maintain and update relevant systems and spreadsheets on a daily, weekly, or monthly basis to accurately capture budgets and expenditures
Monitor and track actual project expenses against approved budgets on a monthly, quarterly, and annual basis
Perform financial data analysis and generate management reports comparing expenditure versus planned budgets
Identify budget variances and analyze underlying reasons for forecast deviations on a quarterly basis
Prepare periodic financial reports, including variance analysis and budget utilization, supported by clear data visualizations to highlight trends, patterns, and insights
Work closely with stakeholders to ensure timely goods receipt and vendor payments, completing the full payment cycle within the financial year
Collect and manage procurement-related documentation, including purchase orders and Certificates of Completion from project points of contact, and file them systematically in the Authority’s designated e-filing system
Serve as the primary point of contact for all budget-related queries, managing correspondence with project teams and stakeholders
Support management by organizing and coordinating regular financial review meetings with project points of contact to ensure accurate and up-to-date budget and expenditure reporting
Communicate budget updates, variances, and potential financial risks to stakeholders clearly, accurately, and in a timely manner
Requirements
Minimum of 5 years of experience in budgeting and financial management
Strong proficiency in Microsoft Excel, including formulas such as VLOOKUP, INDEX/MATCH, PivotTables, and optional macro programming
Proficient in Microsoft SharePoint, including web page creation, list customization, and site permission management
Skilled in Microsoft PowerPoint for preparing management-level presentations
Familiarity with data visualization tools such as Power BI, Tableau, or Qlik Sense for dashboard creation
