COST CONTROL ENGINEER
Job Description
Key Responsibilities:
1. Budget Support & Data Maintenance (Budget Compiling)
Cost Data Preparation: Assist in the preparation of project target costs by compiling data from drawings, historical benchmarks, and vendor quotations.
System Setup: Input and maintain the Cost Breakdown Structure (CBS) within the project management, ensuring all labor, material, and subcontracting codes are accurately allocated.
Resource Tracking: Help establish baseline quantities for key materials and man-hours to facilitate future variance analysis.
2. Procurement Support & Price Comparison
Quotation Analysis: Perform detailed commercial comparisons of vendor quotes to ensure alignment with the target budget and technical specifications.
Contract Documentation: Assist in the preparation of contract documents, ensuring all agreed-upon pricing schedules and payment terms are accurately reflected.
Quantity Verification: Cross-check procurement requests against the master quantity take-off to prevent over-ordering.
3. Cost Monitoring & Reporting (During Construction)
Monthly Cost Reporting: Generate regular reports comparing "Actual Cost to Date" against "Budgeted Cost" and "Forecast at Completion," highlighting specific areas of overspend.
On-site Progress Verification: Conduct regular site visits to verify physical progress for the validation of subcontractor progress claims and progress billings.
Commitment Tracking: Maintain a commitment ledger to track all issued Purchase Orders (POs) and Subcontracts to ensure the project remains within the authorized spending limit.
4. Variation Tracking & Records Management
VO Documentation: Maintain a comprehensive register of all Variation Orders (VOs) and Site Instructions, tracking their status from notification to final agreement.
Cost Impact Support: Prepare preliminary cost estimates for design changes or site disruptions to help the project team assess financial feasibility.
Evidence Collection: Systematically organize site records (photos, day-work sheets, and correspondence) to support the preparation of formal claims or to defend against counter-claims.
5. Settlement & Data Reconciliation (Post-Construction)
Account Reconciliation: Assist in the reconciliation of final accounts with subcontractors and suppliers, ensuring all back-charges and retention sums are correctly applied.
Final Statement Preparation: Compile the necessary financial data for the final project account submission to the client.
Data Archiving: Organize project cost data and "as-built" quantities into the company database to improve the accuracy of future project estimates
Requirements:
- Minimum qualification in Bachelor's Degree in Construction Management, Quantity Surveying, Mathematical Sciences, or any related field.
- Open to fresh graduates. Candidates with a strong analytical mindset are encouraged to apply.
- Professional fluency in written and spoken Mandarin is required, as the role involves preparing cost reports in Chinese and liaising directly with our Headquarters in China.
