Purpose of Job
Drive leadership for security, safety, and risk management across YWCA Headquarter (Outram) and YWCA Fort Canning, safeguarding guests, staff, residents, volunteers, partners, assets, and operations. The role champions a secure, respectful, and welcoming environment that supports service excellence, protects community trust, and advances YWCA’s mission to serve with love, compassion, and care.
Responsibilities
Security Strategy & Risk Management
- Own the site security and risk management framework, ensuring policies, procedures, and controls are aligned with organisational priorities, operational realities, and YWCA’s mission and values
- Conduct regular risk assessments across guest, staff, community, and asset touchpoints, and implement practical mitigation plans with clear accountability
- Establish, cascade, and monitor security KPIs to strengthen prevention, response, assurance, and continuous improvement
Operations & Incident Management
- Oversee day-to-day security operations, maintaining a safe, respectful, and welcoming environment for guests, staff, visitors, and the broader community
- Lead incident response, investigation, and recovery with sound judgement, timely escalation, and clear documentation, ensuring lessons learned are translated into improved controls
- Ensure effective surveillance, access control, and protection of premises through disciplined operational oversight and visible leadership
- Leverage appropriate security technologies to enhance service quality, operational resilience, and cost effectiveness
Compliance & Governance
- Ensure compliance with all relevant legislation, including the Security Industry Act, Personal Data Protection Act, and Workplace Safety and Health Act
- Maintain readiness for audits and regulatory inspections
- Uphold data privacy and confidentiality in all security operations
Emergency Preparedness & Business Continuity
- Lead emergency preparedness and response planning for scenarios affecting guests, staff, premises, and community safety, including fire, medical, and security threats
- Drive drills, training, and post-incident reviews to build readiness, confidence, and coordinated action across stakeholders
- Coordinate effectively with external agencies such as the Singapore Police Force and Singapore Civil Defence Force
Team & Vendor Management
- Lead, manage, and develop the security team, including performance management and training
- Plan and optimise manpower deployment and shift arrangements
- Manage outsourced security vendors, including service performance and compliance with contractual obligations
Financial Management
- Develop and manage the security budget, ensuring cost-effectiveness and accountability
- Support planning and investment in security systems and technologies
Stakeholder Engagement
- Partner with internal stakeholders to embed shared ownership of security, safety, and duty of care in support of operational excellence and guest experience
- Build trusted working relationships with guests, staff, volunteers, tenants, neighbors, authorities, and service partners to promote security awareness, preparedness, and community confidence
- Represent YWCA professionally in all security matters, balancing firmness with empathy, respect, and service to the community
Any other matters, as discussed and agreed with Management Team.
Requirements
Minimum 8–10 years of relevant security experience, preferably in hospitality, residential, community, or other customer-facing environments
At least 5 years of experience in a managerial capacity leading security teams and overseeing site operations
Diploma in Security, Security Management, Risk Management, or a related field is preferred
Relevant Singapore WSQ security qualifications, such as Advanced Certificate in Security, management-level security training, will be an advantage
Possess the relevant security licence and meet applicable regulatory requirements for the role in Singapore
Strong working knowledge of security operations, risk assessment, incident management, investigation processes, and emergency response planning
Familiarity with security technologies such as CCTV, access control, alarm monitoring, incident reporting systems, and related security platforms
Working knowledge of relevant legislation and standards, including workplace safety and health requirements, data protection obligations, and security operating procedures
Current certification in First Aid, AED, or CPR is preferred
Experience in budgeting, manpower planning, vendor management, and service partner oversight will be an advantage
Able to work shifts when required and remain contactable / respond to incidents outside standard working hours when necessary
Proficient in Microsoft Office and able to prepare reports, incident documentation, and management updates with clarity and accuracy.
